Notes:
On 20 September 2001 the Attorney-General Rob Hulls asked the Victorian Law Reform Commission (VLRC) to inquire into and report on defences and partial excuses to homicide, including self defence, provocation and diminished responsibility. A issues paper was issued in June 2002, this is a summary of the report.
